In Western Europe, “there is a lot of trepidation about what’s going to happen with respect to the U.S. posture around climate policy, and a lot of hope that state and regional action in the U.S. will at least partially fill the gap,” Dallas Burtraw, senior fellow at Resources for the Future, told Anne. “California is at the front of that queue.”
